Before introducing any changes, it is crucial to evaluate the current status of the legal and administrative framework for innovation commercialization at the partner higher education institutions (HEIs) and the countries they are situated in. Therefore, one of the milestones within the HIVE project implementation is the review of legal and supporting documents for innovation and commercialization processes within partner HEIs.

The research conducted for the milestone “Reviewed legal and supporting documents for innovation and commercialization processes within partner HEIs” directs the spotlight upon the legal framework and operational procedures related to research commercialization at HIVE partner HEIs and in the countries in which they are located. To clearly demonstrate the capacity and potential of each partner with regard to research and innovation commercialization, the following details are represented, along with a description of the current status of each partner HEI and its country, as well as an overall evaluation:

  • Current legislation, other types of regulations / incentives directly related to commercialization of research in the country;
  • Directives, regulations and other types of documents in force, as well as incentives related to research commercialization at the level of HEIs;
  • Support programmes, structures / mechanisms, and actors which incentivize, catalyse, foster research commercialization in the country;
  • Support programmes, structures / mechanisms, and actors that incentivize, catalyse, foster research commercialization at the level of HEIs;
  • Codes of conduct, directives, regulations implemented at HEI for transferring technology and research, as well as current certificates;
  • Currently active initiatives and programmes to catalyse research and technology transfer in HEI.

Early stage research commercialization first of all requires a suitable legal ecosystem with clearly defined rules and authority over the value chain. Eight of the HIVE consortium’s member countries – Latvia, Portugal, Turkiye, France, Czech Republic, Austria, Ukraine, and Bulgaria – have the necessary legal framework in place to allow, incentivize, and facilitate the commercialization of HEI-level research.

It is crucial for each HEI to build internal policies, processes, actions, programmes, etc. that support and encourage technology transfer, which are being supported by a national legal framework. This report provides detailed information on support programmes, structures, mechanisms, actors that incentivize research commercialization at each partner HEI. 

HIVE’s Innovation Vision Action Plan study will be based on filling the gap which has originated through the asymmetry of know-how within and between the partners of the consortium. The study will offer a valuable impact on the innovation potential of HIVE partners that can also be observed in the short term.

The milestone “Reviewed legal and supporting documents for innovation and commercialization processes within partner HEIs” has been developed within the Work Package 3: Structure and mechanism creation to boost innovation for business, start-ups and bringing research to market. TED University (TEDU) is the project participant in charge of Work Package 3.
